Public Health Safety

Dialog has successfully implemented many projects dealing with public health safety. From Notifiable Conditions System (NOCS) and Breast Cancer Screening to Oral Health, Dialog has the capability to assist health organisations build robust and effective solutions.
The Queensland Health BreastScreen Queensland (BSQ) Program is a population-based, public health program that offers free breast cancer screening and follow-up assessment services for women aged 50 to 69 years. It screens over 200,000 women per year and is instrumental in reducing mortality and morbidity rates from breast cancer.

The BreastScreen Digital project was initiated to provide BSQ with the capability to capture, store, distribute, view and interpret digital mammograms. Its aim is to improve the clinical management of women participating in the BreastScreen Queensland program through decreased numbers of technical recalls, improved timeliness of results and increased service capacity.

Dialog initially provided a Senior Business Analyst (working within the Queensland Health business analysis standards) to lead the Business Process analysis and design activities for the BreastScreen Digital project. This required visits to all BreastScreen Services throughout Queensland and the production of Business Process Models using Business Process Modelling Notation (BPMN) and Unified Modelling Language (UML).

A Dialog Executive Consultant then prepared a detailed Investment Business Case. This included cost and benefits of the total solution and covered components such as new digital mammography equipment (Direct Radiography and Computer Radiography), PACS, BSQR2 (BreastScreen Information System) upgrades and as well as costs associated with regional deployment and organisational change management.

Dialog then planned and managed the deployment of the Digital Mammography component to all BreastScreen Qld sites. The solution included;

  • Siemens DR Inspiration Mammography equipment,

  • Fuji CR Profect Mammography equipment,

  • Fuji Worklist Broker,

  • Oracle Radiology Information System,

  • Fuji image storage devices,

  • Konica and Fuji dry imagers and

  • Associated business processes.

Dialog developed and monitored key performance indicators (called Pulse Measures) over the 12 month deployment process. These measures indicated that the deployment was extremely successful.
The Health Insurance Commission, now Medicare Australia, contracted Dialog to develop and implement a generic population screening register with a payment capability that could be applied to a broad range of chronic and complex disease management screening programs in the future.

The initial implementation supported a Bowel Cancer Screening Register (BCSR) Pilot in three selected locations throughout Australia. The system’s architecture was scalable so that its use could be expanded to incorporate a national register. The register supported data entry of information received from participants, doctors and other medical services.

Dialog delivered all phases of the development lifecycle from architecture through detailed design and development to implementation, deployment, support and maintenance. Services provided by Dialog included:

  • Business analysis of a pilot for the generic system addressing screening for bowel cancer
  • Development and execution of test plans and test cases
  • Specialist technical services

    • Onsite and offsite CICS, Cobol + Delta, DB2 design & development
    • Off-site Java development of components
Dialog developed the Notifiable Conditions System to provide significant new functionality over the legacy system including:

  • Access for users across the state via the Queensland Health Intranet.
  • Online electronic notifications from pathology laboratories using HL7 messaging. The NOCS system employed one of the first complex implementations of HL7 (the international health data interchange standard) in Australia
  • Automatic alerts via mobile phones and NOCS
  • Consolidation of common information with other Queensland Health systems
  • An interface and shared information with Queensland Health’s Vaccination Information database (VIVAS)
The VIVAS system collects immunisation records, has a vaccine distribution system and provides extensive data transfer to the Australian Childhood Immunisation Register operated by the Health Insurance Commission in Canberra. The databases contain details on over 1 million persons and 4.5 million individual vaccinations. Dialog specified, designed and developed VIVAS and has subsequently enhanced it to share data with NOCS and has developed a strategy for collection of data electronically.

The Department of Human Services regulatory requirements call for the Victorian HIV Service to provide accurate information on all aspects of the HIV Service.

In order to meet all of the growing and changing demands of HIV service delivery, the Victorian HIV Service decided to develop a web based HIV Service Application to replace an existing MS Access based application. Dialog developed the HIV Service Application to manage patient data for over 4,000 HIV AIDS sufferers.

The HIV Service Application is a web-based application which provides the following functions:

  • Creation and management of Patient Care related information
  • Creation and management of Patient Activity related information
  • The ability to upload data extract files from external mainframe systems such as Pathology and Radiology Information System (PARIS), CSC-Homer (Inpatients), Scheduling (Outpatients), Firstnet (Emergency) and from MacFarlane Burnet (MBC)
  • The ability to retrieve Patient demographic information from Offline Patient Administration System (OPAS)
  • Creation of a Patient Summary Report
  • Ad-hoc reporting capability via an MS Access ‘front-end’
  • Administration and Security functions to enable the management of users, security, keywords, General PractitionerSpecialist information and systems settings data
Dialog’s solution was developed in an ASP.Net environment with a Microsoft SQL back-end database for holding application data.
PILS is used by Queensland Health to manage data related to the licensing of poisons operators in Queensland, including pest control operators and poisons dealers. Dialog was contracted to research, plan and implement a strategy to test the PILS application for year 2000 compliance.
