Mental Health

Mental Health is a critical health priority requiring a mix of robust and effective systems supporting quality medical services. Through projects such as the Qld Health Consumer Integrated Mental Health Applications Dialog has demonstrated a capability to develop key solutions for this health area.


▼     Consumer Integrated Mental Health Application (CIMHA)

Queensland Health went to the market for a single system to replace three large, ageing and unintegrated systems that they used to manage various aspects of Mental Health processing throughout Queensland. The system was required to be integrated with other related systems. Dialog was successful in winning the tender and commenced work in June 2007. The project was completed in November 2008, on time and on budget (approximately $5M) to the great satisfaction of the customer.

The work was undertaken as a fixed price contract and involved the complete design, build, testing and deployment of the new application as well as the migration of data from the existing systems. Data migration was fraught with difficulty because of the poor quality of the source data. Much of the cleansing was undertaken as automated routines within the migration code.

The Dialog team was housed on site, alongside the knowledgeable customer staff. The Team consisted of 27 Dialog consultants (Project Manager, Architects, Business Analysts, Testers, Developers, BI developers and Data Migration specialists). Dialog’s solution included Microsoft technologies to provide a web based N-Tier application, using .Net development.

This included:

  • .Net framework 2.0
  • ASP.Net
  • C#.Net
  • SQL Server
  • Crystal Reports

Daily builds were controlled using the Subversion tools. The project approach used small teams of three to five people to undertake business analysis, development, reporting and data migration.

Testing was performed by a separate team of three skilled independent testers who were major contributors to the overall quality of the product. The system was developed, tested and deployed on servers supplied by Queensland Health, running across the Health network infrastructure.

The levels and types of equipment for each environment were specified by Dialog as part of its architecture and capacity planning and were then purchased and installed by the Queensland Health IT Group.

It is accessible by Departmental employees across the Department’s LAN/WAN environment as well as being accessible by clinicians around Queensland via secure Internet sessions. The production service is deployed across 15 servers. Dialog was also appointed to provide support for a six year period.

▼     Mental Health Review Board Case Tracking System

The Mental Health Review Board’s primary statutory role is to review psychiatric patients who have been placed under the care of a psychiatrist. The person may be treated in an authorised hospital or may be required to comply with a treatment plan while living in the community.

Dialog provides continuing support and enhancement of the Case Tracking System, the Board’s core application, most recently supporting its migration from SQL Server 7 to SQL Server 2000 and then upgrading it from ADO to RDO controls.

▼     Restrictive Intervention Data System (RIDS)

The RIDS application was developed by Dialog to assist the Office of the Senior Practitioner in effectively monitoring restrictive interventions and provide the basis for conducting meaningful analysis on the practice of restrictive interventions throughout Victoria.

As disability service providers are organisationally and geographically diverse, in order to meet the Office of Senior Practitioner’s requirements, Dialog created a web-based application that simply requires the service outlet user to have access to a web-browser and the internet. Dialog developed the application in Microsoft’s .NET framework, using a three tiered application comprising:

  • Web browser-based presentation tier (pages written in ASP.NET)
  • .NET V2.0 framework business tier (code written in VB.NET)
  • Microsoft SQL Server 2005 database tier

This approach produced a system that is secure, robust, simple and available to all disability service providers for use in the compilation of restrictive interventions data, whilst also providing a powerful analysis facility to deliver both paper-based and interactive web-based reports.
